Lines from NCERT p block (page 309 XI) says : 

For example, in +5 oxidation state both N and P form oxoanions : NO3- (three-coordination with π – bond involving one nitrogen p-orbital) and PO3-4  (four-coordination involving s, p and d orbitals contributing to the π – bond).

What does lines in bold means { I want to know how can we predict which orbitals are used for pi bond in nitrate and phosphate ions}, please explain in detail.
