Considering the electrode potential of hydrogen to be zero, electrode potential of fluorine is +2.87 volt. It implies that fluorine is best oxidising agent, and thus it oxidises oxygen in the given reaction. Besides it low bond energy of fluorine is also a factor for its dissociation and participation in the reaction.

Zn is better reducing agent in comparison to Cu for the said complex so it is used

 Inertness of BrO4- at room temperature stands in sharp contrast to its high thermodynamic oxidizing power, which is greater than that of any other oxohalogen ion that persists in aqueous solution. The oxidation potential is
BrO4-+ 2H+ + 2e- -------> BrO3- + H2O                              E =  +1.853 V

With acids Al(OH)3 gives Al3+ and with bases it gives Al(OH)4- , but stable valency for Tl is 1 so it treats only with acids to form Tl+

Please check it is Ti or Tl, I think it is Tl belonging the family of Al

what is the concept of finding different oxidation no. of f block elements.

Different oxidation no. are shown by f group elements and it is the property of element so there is no definite rule for getting these ox. no. A general oxidation no. for a family can be understand but if element is showing more oxidation no. then you should remember it by remembering compounds in these oxidation no. 

When i am read dis chapter, a concept for classified monodentate ligand, biadentate ligand nd all of us r facing bt sir a can't learn how we classified. Plz give me a better suggestion?

The classification is based on the number of pairs of electrons a ligand can donate.
